Sixty-three residents of Khayamandi received the proverbial keys to their homes, when they were officially handed the titles deeds of the properties from Stellenbosch Municipality on Thursday 6 November.
Among them was 76-year-old Nowesi Nombuyiselo Ratshana, the oldest beneficiary among the brand-new homeowners. She was elated when Stellenbosch mayor Jeremy Fasser personally handed over the documents officially proclaiming her a homeowner.
Overcome with emotion “Ouma Nowesi” expressed her sheer happiness and utter gratitude for the chance to finally hold proof of her home ownership in her hands.
Fasser was joined by members of the Mayoral Committee (Mayco) and Ward 13 councillor Mary Nkopane at the joyous, proud and heartfelt occasion which took place at the vibrant Amazink venue in the local township.




MAYOR’S MESSAGE
In his address, the mayor reminded residents that a title deed is not just a piece of paper, but it’s a passport to opportunity, a source of security and an asset that can be passed on to future generations.
He reaffirmed the municipality’s commitment to advancing private property rights and empowering as many residents as possible to become fully-fledged homeowners.
The handover of the title deeds in Khayamandi follows the same momentous occasion for 25 Cloetesville residents in March this year.

PREVIOUS SUCCESS
Similar to the previous handover of title deeds, Stellenbosch Municipality partnered with the Free Market Foundation South Africa to make the residents’ homeownership a reality.
The foundation supports the municipality to expedite the often complicated process of registering and transferring deeds to the rightful owners.
During the event, Fasser again thanked the foundation for its continued partnership and kind words, which acknowledged Stellenbosch Municipality as one of the country’s best-performing municipalities when it comes to fast-tracking and processing title deeds.
“Today’s event is not just about handing over documents – it’s about education and empowerment,” a municipal statement read.
“Our Housing Administration Team continues to engage with beneficiaries through consumer education programmes to ensure that every new homeowner understands the value, rights and responsibilities that come with ownership.”
